PvE Tier List

Special thanks to HyRool for the original tier list. This tier list matches his Feb 2025 suggestions with 1 exception.
Until we have a separate guild boss guide, we placed Black Sapphire in the "Situational" tier since they are so good for the Red Velvet Dragon.
